Product State Registration (EAC Hygiene Certificate)

The product state registration certificate is an official documents that certificates that the goods that passed the state registration procedure complies with the Unified Sanitary, Epidemiological and Hygienic Requirements set forth within the EEU Customs Union member states.

The state registration of products is a procedure that has replaced the products Sanitary and Epidemiological Conclusion since 1 July 2010.

Authorized bodies of the EEU Customs Union member states issue state registration certificates. The Russian Federation authorized its Federal Service on Customers’ Rights Protection and Human Well-being Surveillance (Rospotrebnadzor) to perform this function.

Products subject to State Registration:

Products that require drafting state registration certificates is set forth in the Unified List of Goods subject to Sanitary and Epidemiological Monitoring at the Customs Border and within the Customs Area of the Customs Union.

The list is valid since enactment of relevant technical regulations of the Customs Union that may establish specific forms of products hygienic safety validation (such as certification or declaration) for specific products.

Important Features of Product State Registration:

• Product state registration certificates are valid throughout the Customs Union.
• Authorized accredited bodies of the Customs Union member states issue SRCs. The Russian Federation authorized its Rospotrebnadzor to perform this function.
• The certificate is issued in the Unified Form approved by Resolution No. 299 (Schedule 3) of the Customs Union Commission.
• Depending on the state registration scheme selected, SRCs may be drafted for products manufacturers (producers) for goods manufactured within the Customs Union. SRCs may be drafted for both products manufacturers (producers) and suppliers (importers) for goods manufactured outside the Customs Union.
• The SRC drafting deadline is 30 calendar days of the applicant’s submission to the relevant accredited authority.
• The state registration certificate is valid since its issue date until the products supply into the Customs Union and/or the products manufacture within the Customs Union terminates.
• After the state registration, the products must be labeled with the Unified Turnover Mark (EAC).
• The drafted SRC shall be mandatory registered with the special registry of Rospotrebnadzor.
• No voluntary state registration certificates are issued. Still, if your products do not require state registration and if you need, due to whatever reasons, to validate hygienic safety of your products, you may obtain a special (voluntary) certificate, an expert report of Rospotrebnadzor.
