Rospotrebnadzor Expert Report

The Rospotrebnadzor expert report is a document that certifies that the goods comply with the Unified Sanitary, Epidemiological and Hygienic Requirements set forth within the EEU Customs Union member states.

One should note that, unlike state registration of products, obtaining an expert report is a voluntary procedure.

Cases when Expert Reports must be drafted:

:Since 1 July 2010, product Sanitary and Epidemiological Conclusion have been canceled.

Instead of sanitary and epidemiological reports, the Russian Federation and EEU Customs Union member states have started issuing state registration certificates (SRCs) for products compliant with the Unified Sanitary, Epidemiological and Hygienic Requirements.

SCRs must always be obtained for products specified in the Unified List of Goods subject to Sanitary and Epidemiological Monitoring. No voluntary state registration certificates are issued.

Products that require drafting state registration certificates is set forth in the Unified List of Goods subject to Sanitary and Epidemiological Monitoring at the Customs Border and within the Customs Area of the Customs Union.

Therefore, in case the product is not subject to state registration and the manufacturer or supplier of the products requires, due to whatever reasons, to validate high quality of its products and hygienic safety thereof, it may draft a special certificate, the Rospotrebnadzor expert report, in such case.

Important Features of Rospotrebnadzor Expert Reports:

• Rospotrebnadzor expert reports may apply throughout the Customs Union as they validate conformity of products to the Unified Sanitary, Epidemiological and Hygienic Requirements of the Customs Union.
• Expert reports as well as products state registration certificates within the Russian Federation are issued by its Rospotrebnadzor.
• Expert reports are issued on special Rospotrebnadzor templates.
• Reports may be drafted for manufacturers (producers) or suppliers (importers) of products.
• The ER drafting deadline is 14 calendar days of the applicant’s submission to Rospotrebnadzor.
• The expert report is valid since its issue date until the products supply into the Customs Union and/or the products manufacture within the Customs Union terminates.
