EAC Declaration (CU TR Declaration)

The EAC Declaration is a document confirming that the product has passed all set procedures of assessment its conformity to the Customs Union requirements.

The declaration is required to permit the turnover of goods within the EEU Customs Union.

Products Subject to Mandatory Declaration:

The general list of products in relation whereto mandatory requirements are set forth within the Customs Union framework is specified in the Unified List approved by Resolution of the Customs Union Commission No. 526.

Detailed lists of products subject to mandatory declaration are specified in the Customs Union technical regulations. Texts of all enacted technical regulations are available in the Regulatory Documents section of the site.

New technical regulation of the Customs Union are being developed. Finally, technical regulations will be developed for all products specified in the Unified List. Products not included into the Unified List is subject to certification according to national laws of the Customs Union member states.

Important Features of the EAC Product Declaration:

• EACnbsp;Declarations are valid throughout the Customs Union.
• The declaration may list as the Applicant a manufacturer, seller or representative of a foreign manufacturer registered within the Customs Union as a company or private entrepreneur.
• The main difference of declaration from certification is that the declaration is accepted by the Applicant and it is the Applicant who is liable for safety of the products declared and authenticity of all information set forth in the declaration.
• Declarations may be issued either based on the Applicant’s own evidence or based on evidence obtained with participation of third parties.
• The declaration is issued in the Unified Form approved by Resolution of the Eurasian Economic Commission No. 293. It is completed on a standard white A4 sheet and has no special protection degrees.
• Depending on the declaration scheme selected, the Customs Union declaration may be drafted either for a batch of products or for commercial production thereof.
• The declaration may be drafted for up to 5 years.

• The drafted declaration shall be mandatory registered with the special registry. The Federal Accreditation Service is authorized to maintain the Russian portion of the registry.
• On the Applicant’s (manufacturer’s, seller’s of foreign manufacturer representative’s) wish, the declaration procedure may be replaced with certification.
