Sanitary and Epidemiological Conclusion

The sanitary and epidemiological conclusion is a document certifying conformity or non-conformity to sanitary rules of factors of habitation environment, economic and other activities, products, work, services, buildings, structures, constructions, premises, equipment and other assets the applicant proposes using in its business.

Since 1 July 2010, product sanitary and epidemiological conclusions have been canceled.

Instead of sanitary and epidemiological conclusions, the Russian Federation and EEU Customs Union member states have started issuing state registration certificates (SRCs) for products compliant with the Unified Sanitary, Epidemiological and Hygienic Requirements to Goods subject to Sanitary and Epidemiological Monitoring.

Obtaining product state registration certificates is a mandatory procedure for products set forth in the Unified List of Goods subject to Sanitary and Epidemiological Monitoring at the Customs Border and within the Customs Area of the Customs Union.

No voluntary state registration certificates are issued. Therefore, in case the product is not subject to state registration and the manufacturer or supplier of the products requires, due to whatever reasons, to validate high quality of its products and hygienic safety thereof, it may draft a special certificate, the Rospotrebnadzor expert report, in such case.

Despite its cancellation of sanitary and epidemiological conclusions for products, Rospotrebnadzor is still issuing its sanitary and epidemiological conclusions to types of activities and design documents.
