CONFORMITY ASSESSMENT PROCEDURE:

Republic of Serbia as a candidate country for EU membership has transposed into its legislation three EU Directives EMC ( Directive 2004/108/EC), LVD (Directive 2006/95/EC) and R&TTE (Directive 1999/5/EC) in their entirety.

For all products that fall under the scope of these three EU directives national approval - Certificate of Conformity (CoC) has to be issued. Only authorized local representatives can submit applications for conformity assessment.

There are two Conformity Assessment Bodies (CAB) in Serbia authorized to issue R&TTE CoCs, Regulatory Agency for Electronic Communications and National Certification Body.

Regulatory Agency for Electronic Communications is authorized to issue CoCs for all R&TTE products and National Certification Body is authorized to issue CoCs for EMC, LVD and R&TTE (without cellular, 3G/4G devices, only Ratel is authorized to issue certs for cellular devices).

For radio devices only R&TTE CoC is needed. R&TTE CoC covers all three directives EMC, LVD and R&TTE. For radio devices there is no need for separate EMC and LVD- Safety approvals.

All these Approvals (EMC, LVD, R&TTE) are mandatory and valid for three years.

There are no sample requirements and no in-country testing.

Needed documentation:

  • CE Declaration of Conformity (DoC)
  • Test reports for EMC, Safety and Radio (where applicable)
  • Datasheet - Product Description
  • User Manual in English and Serbian (if you don’t have Serbian translation we will organize it as a part of our service)
  • Letters of Authorization (LoA)

PROCEDURES FOR APPROVAL RENEWALS:

1. EMC AND SAFETY APPROVAL RENEWALS

National Certification Body is authorized to issue EMC and Safety approvals.

Application for approval renewal can be submitted by anyone it doesn’t have to be the bearer of the original CoC.

Needed documentation is just the Declaration of Conformity (DoC). /br New CoC will be issued with new number, validity of renewed approval is also three years. Important note:

Since Serbian regulations changed in 2012th and 2013th there is a number of devices that fall under the scope of R&TTE Directive for which prior to aforementioned changes it was enough to have EMC and/or Safety approvals. For these devices, even if there are valid EMC and/or Safety CoCs they cannot be renewed and now it is mandatory to apply for R&TTE CoC to either Regulatory Agency for Electronic Communications Certificate or National Certification Body Certificate for Serbia.

2. R&TTE APPROVAL RENEWALS:

Both Regulatory Agency for Electronic Communications and National Certification Body is authorized to issue R&TTE CoCs.

Application for approval renewal can be submitted to either one of the two, it doesn’t have to be submitted to the CAB that issued the original CoC. If Ratel issued the original CoC which is about to or already has expired application for renewal can be submitted to Kvalitet and vice versa.

Application for approval renewal can be submitted by anyone it doesn’t have to be the bearer of the original CoC.

New CoC will be issued with new number, validity of renewed approval is also three years. Needed documentation is the same as applying for the first time:

  • CE Declaration of Conformity (DoC)
  • Test reports for EMC, Safety and Radio
  • Datasheet - Product Description
  • User Manual in English and Serbian (if you don’t have Serbian translation we will organize it as a part of our service)
  • Letters of Authorization (LoA)

If no changes were made to the equipment, original DoC and test reports with outdated/withdrawn versions of standards can be submitted.

LABELING AND MARKING REQUIREMENTS:

Serbian conformity mark "Triple A", it is mandatory to have it on the product if it is possible, or on the plate which is placed on the product, or on the packaging of the product and at last if nothing of this is possible the conformity mark can be placed on the documentation that comes with a product (user manual, warranty, etc.). 

On the picture 1 you can see the properties of the triangle that forms the mark (the mark itself needs to be black and not less than 5 mm tall). Now first box in the picture contains unique identification number of CAB; for Kvalitet it is Serbian - Cyrillic letter Иthen 005(picture 2), for Ratel it is letter Иthen 011(picture 3), in the other box should stand the last two digits of the year when the certificate was issued.
