License of Ministry of Industry and Trade (Minpromtorg)

License of Ministry of Industry and Trade (Minpromtorg License) is a document issued by the Ministry of Industry and Trade of the Russian Federation, confirming the right of the applicant (a Russian legal entity or individual entrepreneur) for customs clearance of the product restricted for import or export.

Licenses are divided into several types:

• A single license is issued on the basis of a contract, the subject of which is the import/export of certain goods in certain amounts. The validity of such a license shall not exceed one year.
• Exclusive license gives the exclusive right to import/export a single type of goods, which is determined by Federal Law.
• General license is issued on the basis of the Resolution of the Government of the Russian Federation. It gives the right to import/export a certain amount of certain types of goods.

Products which require a license of the Ministry of Industry and Trade (Minpromtorg):

Currently, there are about 40 categories (groups) of products covered by import or export restrictions. The largest number of licenses is issued for the following categories:

• radio-electronic means (REM) and high-frequency devices (HFD);
• encryption (cryptographic) means;
• precursors of narcotic drugs and psychotropic substances;
• ozone-depleting substances and products containing them.

The full list of goods covered by the procedure for licensing import to the customs territory of the Eurasian Economic Union or export from the customs territory of the Eurasian Economic Union is specified in the Decision of the Customs Union Commission No.30 «On Non-Tariff Regulation».

Please note that registration of the license may also require registration of additional documents. For example, for encryption (cryptographic) means the notification of Federal Security Service of Russia is usually required, for REM and HFD it is required to obtain the Roskomnadzor Permit and RFC Statement, and for the drugs and their precursors import/export licensing it should be the Federal Drug Control Service permit to be obtained.
