Voluntary conformity validation applies to products, production, operation, storage, handling, sales and disposal processes, work and services as well as other objects in relation whereto voluntary certification standards, systems, or agreements set forth their requirements.

The Russian Federation uses numerous voluntary certification systems but the most trustworthy thereof is the voluntary GOST R certification system.

GOST R Voluntary Product Certification System:

The procedure of voluntary certification with the GOST R system is similar to mandatory certification of compliance with national standards requirements. Its main difference that voluntary certificates may also be drafted for products not subject to mandatory conformity validation where specific reasons require confirming the quality of products sold (for example, when participating in different bidding procedures or to increase end consumers’ trust).

• GOST R voluntary certificates are valid within the Russian Federation.
• Only an authorized certified authority may perform the certification procedure and issue the certificate form.
• Certificates are issued in the approved form on special templates (see sample GOST R voluntary certificate).
• Depending on the certification scheme, the GOST R voluntary certificate may be drafted either for a batch of products or for commercial production thereof.
• The certificate may be drafted for up to 3 years.
• The certificate may list a manufacturer, seller of foreign manufacturer representative as the Applicant.
• Voluntary certification is performed exclusively for products that passed all set mandatory conformity validation procedures or in relation to products no mandatory conformity validation whereof is provided for.
