Fire Safety Certificate

The Fire Safety Certificate (also known as: the Fire Certificate, Certificate of Conformity to the Technical Regulation of the Russian Federation) is a document certifying conformity of products to requirements set forth in the national technical regulation On Fire Safety Requirements.

Fire Safety Declaration

One should note that some product types require a special form of product conformity validation in the form of declaration.

The declaration also validates conformity of products to fire safety requirements and is accepted by the applicant itself but is subject to mandatory registration with a third party (accredited certification authority).

Products subject to Fire Certification and Declaration:

Fire safety equipment:

• fire extinguishers and fire extinguishing compounds;
• fire lances;
• PPE, firemen clothing and footwear;
• different rescue equipment and devices;
• fire automation devices and firefighting unit components;
• fire machines, motorized pumps, hydrants;
• etc.

Electro technical devices and instruments:

• electrical circuit protection hardware;
• electrical cables.

Construction and finishing materials:

• PVC plates and blocks;
• wall, ceiling and flooring finishing materials;
• heat and sound insulation materials;
• roofing and hydro insulation materials.

Construction structures and units:

• engineering system fire valves;
• smoke exhaust fans;
• elevator shaft doors;
• fire windows, doors, gates, covers;
• building and structural engineering system channels.

The detailed list of products for which fire safety requirements are set forth is provided for in Special Order No. 241 of the Government of the Russian Federation: Unified list of products for which Mandatory Requirements are Established within the Federal Law «Technical Regulation of Fire Safety»

Important Features of Products Fire Certification and Declaration:

• Both fire certificates and fire declarations are valid within the Russian Federation.
• Only an authorized certified authority may perform the certification procedure and issue the certificate form. The declaration must be registered with an accredited authority.
• Certificates and declarations are issued in the approved forms (see samples).
• Depending on the certification or declaration scheme (as set forth in the technical regulation), certificates and declarations may be drafted either for a batch of products or for commercial production thereof.
• The maximum expiry period of certificates and declarations is 5 years.
• Certificates and declarations may list a manufacturer, seller of foreign manufacturer representative as the Applicant.
• At the applicant’s discretion, the declaration may be substituted with the mandatory certification but not vice versa.
• In case the product is not subject to mandatory certification, its fire safety may be validated voluntarily.
