Starting from June 21, 2021, the PCT marking for products subject to GOST R declarations and certificates is replaced by a new sign, the Circulation Mark:
Products, the conformity of which was confirmed before June 21, 2021, can be released into circulation up until the end of the conformity assessment documents, but no later than June 20, 2022. Re-labeling of such products already marked with the PCT mark is not required during this period. Products, certified after June 21, 2021, new marking is mandatory. Rules of marking with a Circulation Mark Marking with the Circulation Mark is carried out by the manufacturer of the product or the applicant independently in any way convenient for them prior to the release of the product into circulation. The Circulation Mark is applied to the non-removable part of each product unit and (or) its packaging (if any) and (or) is indicated in the accompanying documentation (if any). When applied to the accompanying documentation, the Circulation Mark is applied on an empty field, in the place where information on the mandatory confirmation of product conformity is given. The place of application of the Circulation Mark on products, packaging and accompanying documentation is determined by the manufacturer of the product or the applicant. If it is impossible to apply the Circulation Mark directly to the product, it is applied to the label (tag) or tape attached to the product. If it is impossible to apply the Circulation Mark directly to the packaging, it is applied on an insert sheet attached to individual or group consumer packaging. Marking with the Circulation Mark is carried out by technological methods, which must ensure:
The execution of the Circulation Mark must be one-color and contrast with the color of the surface on which it is applied. The Circulation Mark can be flat, embossed or holographic. The size of the Circulation Mark should not create difficulties for consumers to identify it and have a width of at least 5 mm. If, in addition to the Circulation Mark, products are marked with other conformity marks, including the marks of conformity of voluntary product certification systems, then such markings should not impair the visibility, clarity and readability of the Circulation Mark. Products, the conformity of which is not confirmed in the manner prescribed by Article 46 of the Federal Law of December 27, 2002 No. 184-FZ "On Technical Regulation", are not marked with the Circulation Mark. In the case of marking with the Circulation Mark of products, the compliance of which has not been confirmed in prescribed order, administrative liability is applicable. Regulatory references:
